The DA notes the commissioning of the Magalies Package Plant in Hammanskraal.
To ensure the long-term sustainability of this investment, the City of Tshwane must urgently complete the installation of water meters and associated infrastructure throughout Hammanskraal.
This will promote responsible water use, improve revenue collection, and ensure that residents are billed fairly and accurately for their actual water consumption.
Instead, the current administration has reallocated funding for critical pipe replacement projects away from Hammanskraal during the 2025/26 financial year.
Without upgrading the City of Tshwane’s ageing water distribution network, the full benefits of the new treatment plant cannot be realised.
We previously cautioned the ANC-led administration that the City’s infrastructure had to be prepared well in advance for this transition.
We consistently called for ageing pipelines to be flushed, leaks to be repaired, valves and pump stations to be secured, and the distribution network to be upgraded to ensure that the City was ready to safely receive and distribute clean water once the plant became operational.
Yet our warnings were ignored, and the ANC-led administration trampled ahead, confident despite its lack of strategic foresight. This risks further delays in providing reliable, clean water to residents.
In comparison, the Cilliers Brink administration prioritised service delivery and sound infrastructure.
Approximately R450 million was invested over three years for the Rooiwal Wastewater Treatment Plant project to meet compliance standards for river effluent quality.
We will continue to monitor the implementation of both the Magalies and Rooiwal projects to ensure that residents receive the quality services they deserve.
