Tshwane Mayor misleads public on forensic investigation figures

It is unfortunate that Tshwane Mayor, Cllr Nasiphi Moya, continues to mislead the public regarding the true state of affairs within the City of Tshwane under the ActionSA-ANC-EFF coalition.

This week, the Mayor stated that 1,220 forensic investigations were completed during the 2024/2025 financial year.

This is factually incorrect.

Under the administration of former Executive Mayor Cilliers Brink, a total of 1,074 forensic investigations were completed as at 30 June 2024.

Since ActionSA orchestrated the removal of Brink, only 146 forensic investigations have been finalised between 1 July 2024 and 30 June 2025.

This brings the total number of completed investigations to 1,220—a figure achieved primarily under Brink’s administration. In fact, 88% of all investigations were completed before Mayor Moya’s term, yet she now appears to claim credit for this success.

Even more concerning is the poor quality of forensic investigations completed under the ANC-led coalition. The Municipal Public Accounts Committee (MPAC) has been unable to conclude on most of these reports, with many being referred back for re-investigation due to non-compliance with basic forensic standards.

MPAC also failed to finalise the recovery and write-off of Section 32 reports by 30 June 2025, largely because of the substandard quality of investigations under Mayor Moya’s leadership. The Democratic Alliance (DA) will continue to monitor the Mayor’s next steps closely and hold the MPAC Committee accountable to fulfil its oversight responsibilities as mandated by the Municipal Finance Management Act (MFMA)—particularly in ensuring the recovery of unauthorised, irregular, fruitless, and wasteful expenditure (UIFW).
