It has been three days since reporting by Sunday Times revealed that two senior ANC officials have benefitted from a water tanker contract with the Tshwane Metro.

In response Mayor Nasiphi Moya, whose administration spent R777 million on water tankers in 2025, has avoided the media and failed to take any action against Modise.
She has instead fielded her ActionSA colleague Michael Beaumont, who holds no elected office in Tshwane or anywhere else, to make attacks and denials on her behalf.
The Mayor likes to speak about the rule of law and zero tolerance for corruption. But her own administration has become lawless. And her tolerance for her colleagues’ breaches of the law seem endless.
There can no longer be any doubt that Moya’s Deputy Mayor and MMC for Finance is compromised. He should not be in any position of power and responsibility on the mayoral committee, least of all in the finance portfolio.
He has previously been implicated in receiving funds linked to security tenders – and now faces serious questions on water tanker spending.
What must happen now is straightforward:
- Moya must remove Eugene Modise as Finance MMC;
- A Special Council meeting must be convened to remove him as Deputy Mayor;
- The Mayor must write to the Provincial Government to initiate his removal as a councillor for breaching the Code of Conduct; and
- Information must be provided to the public about the scope of the Special Investigative Unit (SIU) aided investigation into water tanker spending in Tshwane, including when the investigation will be concluded.
Mayor Moya willingly took the mayoral chain, and must accept responsibility for acting against corruption and maladministration in her own government.
