Since February the Democratic Alliance (DA) in Tshwane has, in Council, raised concerns that a tender for watchman service is irregular and that the City is failing to declare it as such. Ultimately the DA wrote to the Auditor-General to flag this tender.
This led to the ANC administration finally declaring approximately R170 million as irregular expenditure for a contract with potential links to Deputy Mayor Eugene Modise.
The report to council confirmed that the tender for watchman services lapsed in February 2025 and was subsequently extended without the legally required declaration to Council, rendering the expenditure irregular.
The DA has also raised formal concerns regarding possible links between one of the beneficiaries of this tender, Triotic Protection Services, and the ANC Deputy Mayor, MMC of Finance and ANC Regional Chair, Eugene Modise. Our caucus submitted inquiries to the Mayor and escalated the matter to the Public Protector, urging investigations into potential conflicts of interest.
The Mayor, who seems to have lost all control of the Deputy Mayor, did launch an investigation into the alleged links between Modise and Triotic, yet she has failed to finalise this investigation.
The DA in Tshwane will submit formal questions to the mayor on both the progress of the investigation into the Deputy Mayor as well as the reason for the government failing to declare irregularity on the tender linked to the Deputy Mayor. The Mayor, and her ANC government, might be protecting patronage and giving preferential treatment to politicians but the DA will continue to fight for a fair and transparent government serving all honest, hardworking residents of Tshwane
