The Gauteng Health Department has spent R16.7 million on 10 officials suspended with pay, in three cases for more than two-and-a-half years.
This is revealed by Gauteng Health and Wellness MEC Nomantu Nkomo-Ralehoko in a written reply to my questions in the Gauteng Legislature.
Three officials were suspended for an astounding total of 2976 days (3 x 992 days) for alleged financial misconduct concerning R500 million spent on the Anglo Ashanti Hospital. One of the suspended officials was Dr Sifiso Maseko, who was paid R4 468 395 for doing no departmental work, including the period when he did a short stint as the Secretary-General of the MK party.
Other reasons for the suspensions include:
• Allegations relating to procurement irregularities at Tembisa Hospital.
• Sexual harassment at the nurses’ home.
• Acts of misconduct and sexual harassment within a hospital.
• Gross insubordination, dereliction of duties and unbecoming behaviour.
One official has been suspended for 523 days, two officials for 446 days, another two officials for 463 days, one for 244 days and one for 75 days.
The outcomes of their disciplinary processes are as follows:
• Four were dismissed.
• SIU investigations are continuing for two officials.
• One hearing took place on 17/18 October, awaiting outcome.
• Three are awaiting the verdict from the presiding officer.
It is outrageous that so much money is spent on suspended employees while disciplinary process drag on for years.
This is what happens with a hopeless Human Resources directorate which has not had a permanent Chief Director for six years.
The DA believes that discipline should be speedy and fair, with proper systems in place and competent people in charge.
