The Democratic Alliance (DA) condemns the decision by the ANC redirect funding away from building new stormwater systems towards road rehabilitation.
Hammanskraal has a high-water table, and the focus on resurfacing roads in the area does not address the long-term challenges facing this part of the City, which is plagued by flooding every rainy season.
In 2025, the ANC did not fund the Ramotse Project or the Kudube Roads Infrastructure Projects. These were projects that had to be terminated and suspended due to a lack of funds after COVID-19, as a result of the ANC’s capture of the City of Tshwane by placing it under administration.
Without a functioning stormwater system to address the challenges caused by the high-water table, water will damage the subsurface of the resurfaced roads and, within a matter of months, damage the newly resurfaced roads. This will later lead to ponding and the accumulation of water, which will then create potholes.
When governing Tshwane, we were committed to installing stormwater systems in Hammanskraal so that, when roads are constructed, there will be no challenges caused by soil erosion, thereby guaranteeing the longevity of the infrastructure.
The ANC is redirecting funds towards a PR exercise, where the resurfacing of road infrastructure is masking a complete failure to address the long-standing flooding problems faced by communities who hold their breath whenever it rains, hoping that they will not be flooded.
