Today, the Democratic Alliance (DA) can expose that Emfuleni’s New Mayor, Cllr Hassan Mako, has illegally appointed a sitting MMC from the Rand West City Local Municipality, into his Emfuleni Mayoral Committee.
Cllr. Bruce Aldrin Nimmerhoudt of the Patriotic Alliance is a sitting and serving Councillor of Rand West City Local Municipality – and it now appears that he is simultaneously occupying a seat in Emfuleni Council.
It is illegal for any person to occupy a council seat in two different local municipalities at the same time. But breaking the law, and double-dipping on tax-payer funded salaries, is very on-brand for the PA and the ANC.
If Nimmerhoudt is occupying two seats unlawfully, or through fraud, the DA will insist on criminal accountability. We will refer this matter to the SAPS to investigate possible fraud.
Emfuleni’s ANC-EFF coalition is structured to line the pockets of cadres, and now the new ANC Mayor has inexplicably chosen to appoint the current Patriotic Alliance (PA) MMC of Roads and Stormwater in the Rand West City Local Municipality, into the Emfuleni Mayoral Committee too.
The Emfuleni Mayor’s statement on the matter reads as clear as can be: “Following a vigorous process of consulting various stakeholders which included the alliance and coalition partners…” – it is clear, this is political horse trading.
The Rand West Council has not received a resignation from Cllr Nimmerhoudt, meaning that now he is earning two salaries illegally. The DA can confirm that the IEC still records Nimmerhoudt as a sitting Councillor in Rand West.
The DA demands that the PA and ANC explain this situation.
The DA, alongside residents, is tired of these games.
The Local Government Election on 04 November 2026 will determine the future of Emfuleni. We urge voters to vote wisely.
