DA submits motion to compel sitting of Tshwane’s City Planning Tribunals

After 196 days in office the ANC/EFF/ActionSA mayor in Tshwane, Nasiphi Moya has still not established key City Planning Tribunals. These include the Strategic Land Development Tribunal (SDLT) and the Municipal Appeals Tribunal (MAT).

These bodies are responsible for adjudicating land-use applications, objections, restricted access approvals, and appeals. They are essential to transparent, responsive, and lawful development processes.

It is the Executive Mayor’s duty to appoint these Tribunals as delegated committees of her office.

The Democratic Alliance in Tshwane has now submitted a motion to the City Council to debate a draft resolution in the April 2025 ordinary council sitting to compel the mayor to provide a definitive timeline for the full appointment of both tribunals. The DA has taken this step in the interests of the city’s residents and businesses, who deserve to live in a city that works for them.

The last time the tribunals operated was under the DA-led coalition in August 2024. Mayor Moya’s inaction in instituting these tribunals has resulted in a backlog of residential and commercial development applications. These delays have undermined safety, planning certainty, and economic opportunity in the city of Tshwane.

Despite the city’s failure to convene its planning tribunals, growing businesses and residential groups have been served non-compliance notices. Yet, their applications are being held up by the mayor’s governance and service delivery failures. This has resulted in diminishing public trust in planning systems.
