Unverified official appointed while service delivery collapses in Emfuleni

Emfuleni Local Municipality residents continue to suffer a severe lack of service delivery, such as access to regular refuse removal and uninterrupted water and electricity supply, due to cadre deployment which has brought this municipality to its knees. In the latest scandal, Emfuleni appointed Xolani Nciza as the chair of disciplinary cases without verifying whether he was qualified for the position.

Xolani Nciza, who is the brother of the ANC Gauteng provincial secretary Thembinkosi “TK” Nciza, is facing serious allegations that he fabricated qualifications when he was appointed as the Divisional Head of Human Resources in Ekurhuleni. Despite this, Emfuleni appointed him without verifying his qualifications.

This information was revealed by the Gauteng MEC for Cooperative Governance and Traditional Affairs, Mzi Khumalo, in an oral reply to the Democratic Alliance’s questions in the Gauteng Provincial Legislature (GPL).

According to MEC Khumalo, Emfuleni Local Municipality does not have a record of his qualifications, and this information can be obtained from Ekurhuleni Metropolitan Municipality, where Nciza is currently employed.

This incident raises concerns about the processes of hiring personnel and verifying qualifications and credentials in our municipalities. Emfuleni has no excuse for turning a blind eye to the cloud hanging over Xolani Nciza. This is one of many compelling examples of cadre deployment, which the DA has strongly advocated being declared unconstitutional and unlawful.

The DA demands that MEC Khumalo launch an immediate investigation into how Xolani Nciza was employed without thorough verification and ensure that Emfuleni suspends his appointment while the probe is ongoing.
